Honoring Progress, Advancing Equity: Reflecting on the 61st Anniversary of the Civil Rights Act of 1964

July 2, 2025, marks the 61st anniversary of the Civil Rights Act of 1964, a historic piece of legislation that reshaped the American workplace, legal system, and society at large. Signed into law by President Lyndon B. Johnson, the Civil Rights Act was a monumental achievement of the civil rights movement and a crucial step forward in the fight for equality.

Why the Civil Rights Act Still Matters

Title VII of the Civil Rights Act specifically prohibits employment discrimination based on race, color, religion, sex, or national origin, setting the foundation for modern workplace protections. It paved the way for future legislation, including the Americans with Disabilities Act (ADA), the Age Discrimination in Employment Act (ADEA), and the more recent Executive Order 14173, which focuses on advancing equity in federal procurement.

61 years later, this landmark law remains at the heart of affirmative action, equal opportunity programs, and diversity, equity, inclusion, and accessibility (DEIA) initiatives in the public and private sectors.

The Road Ahead for Federal Contractors

While the Civil Rights Act laid the groundwork, today’s compliance expectations have evolved. Federal contractors are now required to go beyond simply avoiding discrimination. They must proactively demonstrate their commitment to equal opportunity through robust affirmative action programs, equitable hiring practices, pay equity evaluations, and strategies that foster an inclusive workplace environment.

With new directives like EO 14173, federal contractors are expected to demonstrate measurable progress in advancing equity across hiring, promotion, and procurement processes.

A Call to Action for Employers

As we commemorate the Civil Rights Act’s legacy, it’s also a time to reflect on the work that remains:

  • Are your policies and practices aligned with current civil rights standards?
  • Are you cultivating a workplace culture that not only meets compliance requirements but also actively promotes inclusion?
  • Are your affirmative action programs proactive, data-driven, and outcome-oriented?
